US Secretary of State Marco Rubio landed in Mumbai on Tuesday afternoon and is scheduled to meet External Affairs Minister S Jaishankar to discuss cooperation on energy, trade, investment and critical and emerging technologies, the Ministry of External Affairs (MEA) said.

Technology and supply-chain resilience on the table

Indian officials said the meeting, set for about 4 pm, is being viewed as an attempt to steady ties between the two countries. The agenda includes deepening technological collaboration and strengthening the resilience of supply chains at a time when China is moving to restrict exports of sensitive technologies. Sources added that the choice of Mumbai as the venue is aimed at engaging India's business community, which is concentrated in the financial capital.

Rubio's visit follows an October move by Chinese ministries to propose adding some 40 technologies to a list of prohibited or restricted export items — a development that has sharpened discussions in Washington and New Delhi about the need for diversified suppliers of critical technologies.

Energy and commercial assurances

Energy cooperation is expected to feature prominently. Sources said US energy supplies could serve as a supplement to Russian and Gulf shipments to meet India's rising energy needs as its middle class expands. The MEA itinerary notes Rubio will travel to Jamnagar on Wednesday, the site of Reliance Industries’ refinery, reflecting the importance of energy and commercial ties.

Sources also said Rubio aims to reassure the Indian business community on a proposed trade deal, stressing that both American and Indian companies would have opportunities to access the Indian market.

Starlink, Musk comments and the business backdrop

The Jamnagar visit takes place in the context of public commentary on satellite internet access in India. US entrepreneur Elon Musk has alleged delays in the launch of Starlink's services in India, suggesting the hold-up was due to “certain oligarchs… to maintain their monopolistic chokehold”. In a post on X, Musk asked:

“Is Ambani the real boss of India,” Musk had said in a post on X.

While the MEA did not explicitly connect the Jamnagar stop to the Starlink controversy, observers noted that a visit to the refinery town — where major energy and industrial interests are based — underscores the intersection of commercial, energy and technology issues.

Itinerary and diplomatic gestures

According to the MEA, Rubio arrived in Mumbai around 2.15 pm. In addition to the meeting with Jaishankar, his programme includes paying tribute at the 26/11 memorial at the Taj Palace hotel and attending a US @250 event in the city.

The meeting comes less than five months after Rubio's earlier trip to India. Rather than travelling to New Delhi on this visit, Rubio's choice to remain in Mumbai and proceed to Jamnagar highlights a strategy of engaging industry and regional stakeholders directly.

  • Agenda items: energy, trade, investment, defence and critical and emerging technologies.
  • Venue choice: Mumbai to reach business leaders; Jamnagar visit to focus on energy and industrial ties.
  • Background: concerns about supply-chain resilience as China proposes export restrictions on key technologies.

Officials and sources indicated that the talks are intended to reassure Indian industry and clarify the scope for US-India technological and commercial partnerships going forward, particularly in areas deemed critical to national and economic security.
